A clearly visible and imminent risk is hovering over India. The country will have to be very careful about a deep ISIS conspiracy. In the same manner that Al-Baghdadi and ISIS terrorists are wiping out Shias in Iraq, the ISIS wants to play the terrible game in India too. The Muslims of the country have of course dismissed Al-Baghdadi’s appeal, but there is an apprehension that with the lure of money some people may get involved in the conspiracy or some mercenaries may get involved and carry out a conspiracy to stoke violence in the country. An apprehension is also being expressed that the ISIS will make every attempt to ignite violence between Shias and Sunnis in the country. Chauthi Duniya is in the possession of some mind blowing information which makes it imperative for the Government to be especially alert on the occasion of Muharram, due shortly, and focus on the security of Shia religious leaders.
Maulana Kalbe Rushaid Rizvi, is the most well known name amongst the Shia religious leaders of India. He is also a member of the Muslim Personal Law Board. He is more vocal than any oher Maulana in the social and political activities of the country. Sometimes, he can be seen giving a speech from Baba Ram Dev’s platform at Delhi’s Ramlila Maidan, sometimes he can be seen touring the country, teaching people the importance of unity, sometimes he can be seen fighting against corruption from Anna Hazare’s platform. In TV debates, he is the most credible spokesperson of the Shias. Actually, it should be said that though Maulana Kalbe is a Shia religious leader, people from all religions seek him out. Some time ago he was in Laxmi Nagar in New Delhi. He was sitting in his car and his driver was sitting at the steering wheel, while a companion had got out of the car to buy something from some shop. Suddenly, a person appeared and told the driver to roll down the car window while across the road three or four people could be seen running towards the car. The driver saw them, started the car and quickly accelerated away. The question is: who were those people? What was their intention? Had they come to attack Maulana Kalbe? The answers to these questions can be found in incidents involving Maulana Kalbe Rizvi.
The story begins some six months ago. At that time Maulana Kalbe was engaged in electioneering in Amroha. He was a candidate of the Aam Aadmi Party. Some people came to sell an MMS, phone audio-video message package for campaigning. During this time he held a meeting with a person, but keeping the security angle in view, we will not yet disclose the real name of that person. Let us just call him by an imaginary name Ramesh. During the election campaign, Maulana Rizvi was not receiving e-mail or messages properly on his phone. While talking to Ramesh, the Maulana felt that he was knowledgeable about phones, so he told him about the e-mail and messages problem. Ramesh said it will take some time to rectify the problem and left after saying so. One-two days later, he returned and asked Maulana Kalbe at how many places his e-mail had been configured, meaning on which phones and computers the Maulana’s e-mail could be opened. Maulana Sahib replied that it could be opened on his phone, his daughter’s phone and perhaps his office in Delhi. Hearing this Ramesh replied that no, your mail is opened at least seven places. Your mail is being read simultaneously at seven places, which means that the mail coming to Maulana Kalbe was also going simultaneously to seven different phones or computers. Maulana Kalbe was stunned. Now the question is: who was spying on Maulana Kalbe through his e-mails? What was purpose? Who were the people who felt the need to access Maulana Kalbe Rizvi’s e-mails?
Perhaps Maulana Kalbe was not aware that he had become a pawn or frontage in a conspiracy connected with terrorist organisations. Ramesh said that he would reveal in a few days who was spying on the e-mails. A day later, Ramesh called Maulana Sahib and told him that his e-mails were being opened on a phone that was located abroad. Who that phone belonged to, where that person was, could not be found out because every hour or so the location changed. Ramesh said that this is a very cunning person’s phone because if the location of the phone is in America, half an hour after that it is in some other country.
The location of any ordinary mobile can be known through its IP, whichever mobile network it is connected with can be found out from the nearest telephone tower. But the story of this phone was different. Whoever had the phone was a master at interfering with the basic telephone techniques and could therefore show a different location every half or one hour. He was an expert at hiding his location. Now the question is, who could that person be who needs to keep hiding his location? Ramesh told Maulana Kalbe Rizvi that he was trying to find out who, after all, was the owner of this mobile phone.
When Ramesh stepped up investigations, he found that the phone belonged to one Usman Malik. Now the question:
who is Usman Malik? There is one Usman Malik who was sent to jail for three years in a case of terrorism by a court in Britain. But it could be that this was not the same Usman Malik. It could also be that Usman Malik is a fake name. It could be that the phone belongs to someone else who pretends to be Usman Malik and has bought the SIM card in that name. Be that as it may, if in his mobile IP a person has installed a ‘jumper’ and is trying to hide his location and is monitoring someone else’s mail ID, it clearly means that he is linked with a gang or organisation which indulges in unlawful activities. Just hearing the word ‘terrorist’ stunned Maulana Kalbe Rizvi. Then he spoke to a friend and informed intelligence agencies about the matter. Initial investigations revealed that the e-mail game being played was not a simple one, but was being done under a well defined plan.
According to sources, security agencies have suggested to the Government that the ongoing activities of Al Qaeda and the ISIS in Central Asia need to be pondered over because ISIS is emerging as a danger in South Asia. The security agencies also informed the Government that the ISIS and Al-Baghdadi have charged the Indian terrorists fighting in Iraq and Syria with the responsibility of returning to India and continuing their activities in India. If we go by the information available, the ISIS is the richest, most well organised and trained terrorist organisation so far. The money and weapons it has cannot be estimated. Therefore, underrating the capacity of the ISIS would be the biggest mistake by India. There is no doubt that the ISIS will make every possible effort to establish its writ in India.
People in intelligence agencies focused on the activities of this gang and began further investigation. Those who were involved with this gang in India were also identified. Sources reveal that five persons associated with this gang in Rajasthan were caught. Who were these people? Where did the intelligence agency take them? Why were they caught? The answers to all these question can be given only by the country’s intelligence agencies. But the question is of Maulana Kalbe Rizvi. He is a high-profile target. If the ISIS or Al-Baghdadi want to create the Iraq type of war between Shias and Sunnis in India, then the killing of a high profile personality like Maulana Kalbe Rizvi is enough to inflame the feelings of the people. Terrorist organisations have no religion and neither do they have any love for humanity. In the greed of money and power, they are the demons who make the blood of innocent people flow. There is no doubt that if Al-Baghdadi has made such a plan, there is no dearth of money to carry it out. Al-Baghdadi may not get Muslims to join him in India, may not get the Sunnis to do so, but what is the guarantee that someone will not get misled by the lure of money? The greed for money is a compelling greed after all. It has nothing to do with any religion. In the grip of a greed for money, it could be Muslim or a Hindu who may get ready to take on the task.
When Abu Bakr Al-Baghdadi declared himself to be the Caliph, and declared Iraq to be an Islamic state, then in the same breath he had appealed to Muslims in India to join the war. Perhaps Al-Baghdadi does not understand India, because people who understand India and Indian Muslims, they are well aware that Baghdadi’s appeal will not have any effect on Indian Muslims. Indian Muslims have so far not become a part of any international terrorist network of violence, and they always condemn violence. When Al-Baghdadi had declared himself the Caliph, then in the absence of correct information some Maulvis had supported him. The atmosphere in the country deteriorated, some Shia clerics also made statements. But, it has to be said that the Muslims of India not only decried Al-Baghdadi’s appeal, but also roundly criticised his supporters. However, some youths got confused and began talking of going to Iraq to fight. The only risk and danger is that the ISIS might succeed in offering money and cajoling one or two people to join the conspiracy and become its pawns. But as news of Al-Baghdadi’s ISIS and its diabolical acts began to surface, whatever little support it had also evaporated. Fun began to be made of the people who had given supportive statements. But that does not mean that there is any reduction in the intentions of Al Qaeda or the ISIS.

The most important festival of the Shias – Muharram — is about to begin shortly. This is an occasion of mourning for the shi’ites. They congregate at many places, take part in religious processions, and tazias (bamboo and paper replicas of the martyrs, embellished with gilt and mica) are taken out. In other words, for any terrorist organisation, this is an opportune time to strike.At a time like this, even a tiny match stick of fire will not take any time to assume the proportions of a huge jungle fire. Therefore, the Government should alert the security and intelligence agencies about this risk. This is important also because it is only during Muharram that it will be possible to actually find out how much strength there is in what the ISIS says in relation India, and whether there is any strength at all, or whether through CDs and videos, it just keeps making castles in the air to keep itself going. It will also become known whether there is anyone in India to listen or not to its voice.
The ISIS Danger
Prime Minister Narendra Modi may have said that the Muslims of India will teach a lesson to Al Qaeda, but that does not mean that organisations like Al Qaeda or the ISIS have ended their activities in India. According to a report, two terrorists of Indian origin in the ISIS are working to include people in the organisation. The disclosures that have been made are startling. Four engineering students who were Hyderabad residents were arrested in West Bengal. They were about to cross the border and proceed to join the terrorist organisation. Those who were caught in Jaipur were also students of engineering. Recently, there has been news that Al Qaeda, the international terrorist group, has recruited 17 boys of Manipur in the name of jihad recruitment in South Asia. However, this terrorist group’s dirty conspiracy in India suffered a serious setback when 4 boys escaped from Pakistani training camps and returned to India. These boys told the Intelligence agencies that the remaining 13 boys also wanted to come back. After this information was received, the Ministry of Home Affairs ordered filing an FIR (First Information Report) against Al Qaeda and the ISIS. There is also news that the CD for strengthening its organisation in South Asia by recruiting boys is genuine. According to sources, in India, the activities of two organisations–Gazba-e-Hind and Battle of Khursan — have been revealed. They are working in the the north-eastern States of India to recruit boys.
