What, after all, is this agenda for 100 days? As soon as he became the Prime Minister, Narendra Modi had asked all his Ministers to give him a presentation and put down in it what all they are going to do within 100 days and which direction they are going to take. Till now, nowhere has it yet become clear what plan the Modi Cabinet as a group under the leadership of different Ministers is making for 100 days, what plans have been made and on which plan is work is going on. The country knows nothing about the agenda for 100 days because of which an atmosphere of doubt is forming. The doubt is forming because there are problems in the country and the country is thrashing around to get out of those problems and that is why for the first time after 1984 it has elected a Government with a clear majority. Narendra Modi had asked the country for this and the people of the country gave him full support with open hands and without any doubt. But even after such support, if Prime Minister Narendra Modi does not share his direction, the work that has to be done and his plans with the public, then doubt is created.
Should we now accept that a new form of democracy is about to come before us, in which there will be total stealth and secrecy? Should we now accept that the scope or space to carry out an agitation or movement for our problems in a democracy is about to end? Should we accept that the universal principles of democracy uptill now must be forgotten by us? I believe that there is no rationale for these questions yet and perhaps the time too to talk about these questions has not yet come, though maybe people in cities will not understand this, but people living in villages will definitely understand that a storm or tempest form or occur later, give the signs or indications first. Ours is the only country in the world in which sayings or proverbs have become indicators and those sayings or proverbs have proved themselves to be absolutely true. People in villages can still tell by looking at the sky that a storm is about to come. People in villages can also tell if it is going to rain or not rain by the direction in which the wind is blowing. In the same way, the poetic proverbs of Ghagh Muni and Bhaddari give accurate indications about the weather, farming, and the steps to be taken in life. That is why the signs that can be seen are not such from which it can be accepted that when it comes to questions, we will not find ourselves encircled by doubt.
The fight is development vs. corruption, the fight is exploitation vs. development. The fight is not arms vs. arms. But if we see the fight for development changing into an armed fight, then how can our mind be ready to accept them as good days? Be we should not give up hope yet and should not believe that Prime Minister Narendra Modi is so insensitive that he will show any deficiency or laxity in fulfilling all the promises he has made.
Even though a magician shows magic, a magician’s magic entertains, but it can neither ensure that food reaches the stomach nor can it strengthen the pocket by even one rupee. It is an illusion, a chimera. So that Narendra Modi is not remembered in history in the form of such a magician, it is essential that the economic policies of the country change and this country is actually freed from the spider web of problems.
The Government seems to be worried about rising prices, but inflation does not seem to be stopping anywhere. How can it be that we see rail fares increased by 14.20 per cent and accept that inflation will reduce? How can it be that the rates of petrol and diesel go up every month and we also accept the claims about inflation going down? How can we believe that we do not accept economic policies that generate employment and there will still be employment? How can we accept that the technique which the Prime Minister promised to the country to combat corruption, nothing is told about it to the country and corruption decreases?
When I meet friends from the Bharatiya Janta Party, seeing their anxieties and concerns reminds me of the anxieties and concerns of sensitive workers of the Congress Party during the time of the Congress led Government. The Government did not have any concerns. There used to be claims, there used to be promises, but the workers knew there was muddling going on. In the same way claims are being made today, promises are being made too and every Minister can be seen saying do give us time, we will show by bringing good days. Will the definition of good days change in the same manner that the definition of poverty was changed by the Planning Commission during the time of the Manmohan Singh Government? Should we accept the meaning of good days to be that the kind of days that are prevailing now, which we used to call bad days earlier, they will be accepted as good days by the current definition? Will ‘badness’ be transformed into goodness?
All these questions are arising because the Home Minister of the country, perhaps in accordance with the wish of the Prime Minister, has given a statement holding those forces as a danger to development in the country, which, because there is no development, talk — with arms and weapons in hand — about agitating or carrying on a movement. The one thing that this Government is not understanding is that the States in which there is Naxalism or insurgency, it is from the same States that the most soldiers come into the Indian Army. The fight is development vs. corruption, the fight is exploitation vs. development. The fight is not arms vs. arms. But if we see the fight for development changing into an armed fight, then how can our mind be ready to accept them as good days? We ourselves are hopeful about Prime Minister Narendra Modi, but these hopes are somewhere or the other getting enwrapped in the mists of doubt. There has been not a single sign till now from which we can believe that there is any plan with this Government than can be effective in the direction of reducing inflation, corruption and unemployment.
In the end we would certainly like to make one request, that till the country’s economic policies do not become those that can generate village employment, till then corruption, unemployment and inflation in the country – none of them can be controlled. If our present economic policies, if they don’t support ( which they don’t ) establishment of a series of industries in the country’s villages where production takes place, then there can be no forward movement towards solving any problem.
