There was a film which had a very famous dialogue date after date, date after date, date after date. Actually, this dialogue reflects that weakness in our justice system in which generations pass on trying to get justice, but still do not get justice. The actual truth is that today the situation is such that people are loathe to comment on it. Hardly does one scam or scandal come up than another appears. The reality is that people have now left off paying attention to scams and scandals.
Since the past 30 years, one name which has been doing the rounds in the minds of all is Bofors. The total amount involved in Bofors was just 64 crores but that name reverberated in the country with such force that it overturned the rule of Rajiv Gandhi, and it was actually because of this that the country got a new Prime Minister by the name of V.P. Singh. It’s a different matter that V.P. Singh came to power on the issue of corruption, but later moved away from the issue of corruption and took up the issue of social change. The truth is that it is a matter of debate even today whether the country would have benefitted more if V.P. Singh had held on to the issue of corruption, or whether the country has benefitted more by his decision to bring about social change through his espousal of the Mandal issue and the decision to implement the recommendations of the Mandal Commission.
Chandra Shekhar became the Prime after V.P. Singh and after the General Elections, power went into the hands of Narasimha Rao. At the same time, Dr. Manmohan Singh became Finance Minister. In the hopes that the roadmap that Dr. Manmohan Singh laid out for the country, he elaborated that in next 20 years, in matters of infrastructure, poverty and electricity, the country will become self-sufficient to a great extent. Today, Dr. Manmohan Singh is the Prime Minister and he is saying that the country’s economic condition has become like it was in 1991.So what does it means happened in the country in last 22 years? Was this country squandering its self respect in the hands of inept, senseless people, or was there a deliberate conspiracy to trap this country in a spider’s web, getting out from which now seems unlikely for the country.
When our Hon’ble Prime Minister says the country has reached the economic situation of 1991, what can one say about such a Prime Minister who has pushed the country 22 years back, has snatched the dreams and the
future from the eyes of the youth? What should one do with such a Prime Minister?
Our Planning Commission has
become a blind and deaf legion which does not have any plans to remove unemployment nor any blueprint to create employment. But it is a Planning Commission and is continuously making plans to destroy the country. The biggest curse of this is inflation, rising prices, which have broken all records.
After Manmohan Singh’s first speech and committing the country to the new liberal policies or the neo-liberal market system, the first scam was of 5000 crore of rupees. Five thousand crore rupees were transferred out of India to foreign banks. It is surprising that no inquiry into this scam was ordered by Dr. Manmohan Singh and 5000 crore rupees of poor India were sacrificed in this loot. No action was taken against a single bank. In such a situation, should it be assumed that in sending this money out of the country, Dr. Manmohan Singh was enacting some role?
There is no cmparison between the 1988 64 crores Bofors and 5000 crores bank scam of 1992. The neo-liberal economic policies caught the entire Opposition in its spell. After this, the country began systematically following the path laid out by the International Monetary Fund. Agricultural cultivation of the country went into the hands of America and a compromise was made in the country on seeds. The consequence of this was that in our country, instead of a self sufficient seed-system, a process of bringing seeds from abroad started and the condition today is that American companies can starve us the day they want, because we can no longer produce seeds from seeds.
The Government of Atalji was not able to reverse these decisions. There are two reasons for this : one, the Bharatiya Janata Party itself favoured the neo-liberal party market system. Two, the Narasimha Rao and Manmohan Singh Government had made such binding agreements with other country that subsequent Governments, which included Deve Gowda and Gujral’s Government too, could do nothing. The kind of courageous Prime Minister who was needed to change these agreements and take decisions in the interests of the country – that kind of Prime Minister we did not get. Despite all his integrity, Atalji could not take decisions for the benefit of the country and when Manmohan Singh became the Prime Minister, there was just no obstruction before him. He took decisions, and implemented them too, but the result was that the country stood on the verge of a new crisis. There is a list of at least 70 scams big and small and these scams are happening because on the path on which Dr. Manmohan Singh has pushed the country, there is no place for the dreams of 80 per cent of the people. A rupee 5000 crore scam in 1992 and a 26 lakh crore coal scam under Manmohan Singh’s Prime Ministership but despite this the entire Government was successful in diverting attention from the scams. During Manmohan Singh’s Prime Ministership, use was also made of schemes like MNREGA to corrupt the poor and the villages of India. All the steps taken for the benefit of the poor began to appear to be ranged against them. Strange and poor decisions like the ones made by the Sheikh Chilli character were taken, one example of which is the UID card a card which the Government’s own Ministries do accept or not set any store, the banks don’t accept, Passport Office doesn’t accept, a scheme for which Parliament’s approval has not been taken for its budget but 60,000 crore rupees have already been spent. In the last 22 years, the situation of electricity worsened, the condition of roads worsened, drinking water itself was out of reach, but even water for irrigation became distant from the people. Farmers began committing suicide and even the money for the loan waivers of farmers in debt was gifted to the altar of a big scam. Farmers and labourers have been beating their chest since the last eight years.

One measure of our country’s development is the credit rating of the rupee. The rupee kept falling against the dollar and today is shedding copious tears at its plight vis-à-vis the dollar. If someone studies the value of the rupee and the value of the dollar over the last ten years, then the dreams of development outlined by Manmohan Singh will be exposed in their naked form before us. And when our Hon’ble Prime Minister says the country has reached the economic situation of 1991, what can one say about such a Prime Minister who has pushed the country 22 years back, has snatched the dreams and the future from the eyes of the youth? What should one do with such a Prime Minister? How much should one worship him? Does Prime Minister Manmohan Singh possess the ‘economic’ merit and originality that should be there in an economist who can change a country like India? It seems that Manmohan Singh and his colleagues have accepted that let history abuse them, the poor in the country are crying, let them cry, they themselves will eat, drink, be merry and depart. So are they not aware of the debt they owe to the country of their birth ? They have no fear of the kind of names the coming generations will call them. Perhaps it is because they have no fear that they are doing what they are doing. Wait for the statement of the Prime Minister in which he says, there is nothing we can do now, to run this country we will have to bring a Prime Minister or President with American roots.
