Alcohol Prohibition in Uttar Pradesh A Big & Very Costly Joke

Due to alcohol consumption, thousands of people are dying every year in Uttar Pradesh. It seems the Alcohol Prohibition Department which is responsible for raising awareness about the negative effects of inebriation and persuading people not to imbibe alcohol is just a name. On one hand, the alcohol business is playing a role in filling the Government’s treasury. Similarly, due to the kindness of the Department of Excise, indiscriminate production and selling of illegal country and raw liquor goes on virtually unchecked. The raids of the Excise Department have become a mere formality. A shocking fact is for the last few years, in Faizabad Divisional Head Quarters, the Alcohol Prohibition Department hasn’t run any kind of awareness campaign. Not only this, the District Alcohol Prohibition Officer hasn’t got an individual office and neither is he continually present on duty. When efforts were made to communicate with the District Alcohol Prohibition Officer, Faizabad, Ambika Prasad, he could not be found in the District Excise Office, which is also supposed to be the office of the Alcohol Prohibition Officer. Neither was there any chamber for the Alcohol Prohibition Department, nor any Departmental notice board. On being asked, the workers of the Excise Department said that although an Alcohol Prohibition Officer is employed here, neither is there any sitting arrangement for him nor does he come frequently to this Department. Whenever we tried to contact the Alcohol Prohibition Officer on his mobile about his Department’s activities, he doesn’t say anything beyond saying sorry. The same is the case of the District Excise Officer, Devendra Jain.
The liquor Licensees are openly selling wines, at five to ten rupees more than the rates mentioned on the bottles of spicy and normal country liquor. Due to their tie-up with the Excise Department, they are becoming rich day by day. And still the lips of the Excise Officials are stitched on this issue. This condition is not confined to Faizabad alone, but prevails in the whole of Uttar Pradesh. These Departments are the direct responsibility of the Chief Minister. Chauthi Duniya has gathered information from documents related to the Alcohol Prohibition Department that the Uttar Pradesh Government has expended crores of rupees on Alcohol Prohibition. Despite this, the officials of the Department do not even have their own building. These officials sit in the building where the District Excise Officer sits. That means the people who are handling sale of alcohol and the people who are responsible for enforcing alcohol prohibition sit together ! Not only this, the officials who are employed in the Alcohol Prohibition Department are handling the workload for more than five districts.
According to the documents available with Chauthi Duniya, the Alcohol Prohibition Department is under the governance of the Chief Minister, Uttar Pradesh and the recruitment place and the offices of 22 Alcohol Prohibition and Social Uplift Officers are described in it. According to the documents, apart from the five regional Alcohol Prohibition offices, namely Lucknow, Varanasi, Allahabad, Meerut and Moradabad, 17 District Alcohol Prohibition Offices are operating from the District Excise Office buildings. In the last five years, the UP Government has allocated Rs. 12,25,63,000 for the Alcohol Prohibition Department, from which the Department has already expended Rs. 10,69,14,000.
If we talk about the offices of the Alcohol Prohibition officials and about the responsibilities of those officials, then according to the information collected from the Alcohol Prohibition and Social Uplift Officer, Varanasi, there are four Alcohol Prohibition and Social Uplift Officers employed in Varanasi in which Arunesh Kumar Singh is employed in Varanasi district and he has been given the responsibility of four additional districts namely Mirzapur, Jaunpur, Bhadohi and Sonebhadra. Likewise, more officials are being given additional charge beyond their individual districts. Those names and recruited districts are given below.
It is quite apparent that between the Alcohol Prohibition officers of Uttar Pradesh and their non-existent buildings, a huge deception is on. Little that is substantially positive can be seen at ground level. Despite this the Government is expending crores of rupees on this Department. Every year, the Government increases the rates of intoxicating products in the Budget and avers that this is the only way to eradicate alcoholism. But every year the use and consumption of intoxicants is increasing. Why is the Government expending crores of rupees every year just for show ?
Only time will tell what kind of a
strategy, Akhilesh Yadav, the young Chief Minister of the State will apply to make the alcohol prohibition programme successful. For the time being the Excise Department and the Alcohol Prohibition Department are working in a Chor-Sipahi Bhai-Bhai manner.
